Copper Theft Reports Down in Spite of Increasing Scrap Prices

Several states have passed laws targeting metals theft

This chart depicts raw copper Comex Market prices over the past 5 years.  Scrap prices were about $.25/lb when raw was <$1/lb.  Raw market prices are again approaching $3/lb and scrap is bringing about $2/pound.

 

Raw copper market prices are steadily rising back toward the historic highs of last year.  Prices bottomed out at around $1.30/pound in late December and early January 2009 but as of this writing in mid September, have risen back to about $2.80/pound.

Currently, the copper market price has little bearing on the price paid for the copper materials so prevalent around our radio stations.  The copper mills began adding on various "surcharges" for transportation and energy a couple of years ago.  Now to further complicate matters...  Some of the raw copper producers (ie mines)  have basically abandoned Comex & LME market pricing for sales of outgoing material and have developed their own indices.  Which is of course higher than either Comex or the London Metals Exchange.

Several states (about 25 as of September 2009) have passed laws to strengthen regulation and oversight of scrap metal dealers and sales. 

Most of the new laws include 1 or more of the following requirements.  Some include many or most of these requirements.

  • Seller must present a driver’s license or other government issued ID
  • Seller must allow the dealer to take a thumbprint
  • Seller must sign a statement indicating they are the owner of or are authorized to sell the metal.
  • Seller must sign a statement that they have not been convicted of metal theft
  • Seller must sign a statement that they have not been convicted of any drug related crime
  • Dealer must obtain description and license number of the seller’s vehicle
  • Dealers will be required to maintain records of purchases including materials, weights and ID information.
  • Dealers must tag and hold most purchased nonferrous metal for some specified length of time (typically 7-10 days).
  • Dealers may not make cash payments for scrap metals
  • Dealers may be required to MAIL a check to the seller if not a known registered scrap seller.

Not all of these requirements are included in every state law and there may be other requirements not listed here.

Thankfully they seem to be working for the time being.

 


 

I was told by a local scrap yard operator, when Tennessee's new metals theft legislation became law and they were required to obtain ID and mail checks to verified addresses...  It became obvious who had obtained their scrap under "questionable" circumstances. 

Several loads of questionable materials left the yard immediately upon the identification request.  The recycler immediately called the local authorities with vehicle and materials information.  They even were offered materials at "discount" prices if they would pay cash (which is against the new law).  This was supposedly reported to the authorities as well.

This recycler had always been proactive in their efforts to limit suspicious purchases and often reported suspicious people and materials to the authorities.
